Anthony P. Scardino
Chief Financial Officer of United States Patent and Trademark Office (USPTO)
Anthony P. Scardino is the Chief Financial Officer (CFO) for the United States Patent and Trademark Office (USPTO). He serves as principal advisor to the USPTO Director to support and improve the accounting, budgeting, planning, and organizational performance systems of the USPTO. His responsibilities include managing the fiscal operations of the USPTO and providing leadership in areas defined by the Chief Financial Officers Act of 1990 and other legislation designed to improve integrity in federal financial management. Mr. Scardino comes to the USPTO from the Department of Housing and Urban Development (HUD), where he was most recently the Assistant CFO for Budget. There he oversaw a budget of more than $45 billion and an additional $13.6 billion in Recovery Act funds. While serving as the Assistant CFO for Budget at HUD for almost four years, Mr. Scardino was a key advisor to the HUD Secretary on all financial matters and acted as a principal liaison official with all oversight entities for HUD. In addition to his regular duties, Mr. Scardino spent most of the last year serving as the Department’s Acting Deputy CFO. In this capacity, he was responsible for the Department’s budget, accounting, financial management, financial systems, financial reporting and appropriations law issues. Mr. Scardino has a bachelor of art degree in political science from the State University of New York at Geneseo and a Master of Public Administration degree from the State University of New York at Albany. Scardino has recently attained his Certified Government Financial Management (CGFM) certification with the Association of Government Accountants and is a recent graduate of Harvard’s John F. Kennedy School of Government’s Senior Managers in Government program.

Daniel Knepper
CFO and Managing Vice President of Institute For Justice
Dan Knepper serves as Chief Financial Officer and Managing Vice President at the Institute for Justice. As IJ’s primary financial officer, Dan oversees IJ’s budget, spending, and financial and investment management. Dan also oversees multiple business units and the day-to-day operation of IJ, including IJ’s Clinic, legislative efforts, legal and regulatory compliance, contracting, and back-office functions. Dan serves as IJ’s corporate Secretary and Treasurer and is a principal liaison with IJ’s Board of Directors. Dan received his undergraduate degree from the University of Pennsylvania and graduated cum laude from Georgetown University Law Center. While at GULC, Dan served as Editor and Special Projects Editor of the Georgetown Law Journal, which published his note, “Eliminating the Federal Subsidy in Kelo: Restricting the Availability of Tax-Exempt Financing for Redevelopment Projects.” Dan is a member of both the New York and DC bars. Prior to law school, Dan worked at IJ as an evidence analyst, where he assisted with the Lakewood, Ohio, eminent domain challenge, and he was a summer law clerk at IJ in 2004.

Mary Childress
Chief Financial Officer, Vice President of Administration of American Public Transportation Association
Mary Childress is Chief Financial Officer for the American Public Transportation Association (APTA). Childress, who joined APTA in 2012, has more than 25 years experience leading the financial and administrative functions of associations and nonprofit organizations. Before coming to APTA, she was chief operating officer for the Association of State and Territorial Health Officials. Previously, she held senior-level finance positions at the American Wind Energy Association, Optical Society of America, National Association for Home Care, and Partnership for Democracy. Gabe oversees the day-to-day operations of the Giving Fund program. Formerly, Gabe was a Senior Auditor at Deloitte & Touche, serving Investment Management clients. He previously worked at St. Joseph’s Carpenter Society, a housing and community development organization in Camden, New Jersey, where he helped develop financial literacy education for future low and middle income homeowners and assisted with accounting and finance functions. Gabe holds a BS in Economics from the Wharton School at the University of Pennsylvania, with a triple Concentration in Management, Accounting, and Operations and Information Management.
