Gary Smalley

Gary G. Smalley has served as Executive Vice President and Chief Financial Officer since September 2015. Previously, he served as Senior Vice President and Controller of Fluor Corporation (“Fluor”), a global engineering, procurement, fabrication and construction company, since March 2008 and, from October 2014 until July 2015, concurrently served as Group Chief Financial Officer for one of Fluor’s business segments. Prior to these roles, Mr. Smalley was employed by Fluor as Vice President of Internal Audit from September 2002 to March 2008 and, since joining Fluor in 1991, held a variety of other financial management positions in Australia, Chile, Mexico and the United States. Prior to joining Fluor, he held audit positions with Ernst & Young and J.P. Stevens and Company. Mr. Smalley holds a Bachelor of Science degree in Business Administration from the University of North Carolina at Chapel Hill and a Master of Business Administration degree from Northwestern University. He is a Certified Public Accountant, Certified Fraud Examiner and a Chartered Global Management Accountant.

Stacy McLaughlin

Stacy McLaughlin was appointed Vice President and Chief Financial Officer of the Company, effective November 15, 2013. McLaughlin served as the Company’s Compliance Manager from 2010 to 2013. As Compliance Manager, McLaughlin was responsible for overseeing all aspects of the financial reporting process, including analyzing the balance sheets and income statements of each business segment. Prior to joining the Company, McLaughlin was, from 2009 to 2010, Senior Associate at Windes & McClaughry Accountancy Corporation and, from 2004 to 2009, Senior Audit Associate at the public accounting firm KPMG LLP. In her position at KPMG LLP, she planned, coordinated and completed financial statement audits for companies in the engineering services sector, among others. McLaughlin has a Masters in Accounting from the University of Southern California and BS from the University of Arizona. McLaughlin is a Certified Public Accountant (CPA).

Mr. Holden is a strategic finance and operations professional with over 15 years experience. At Opti, he oversees finance, accounting, human resources, legal, and real estate functions. Prior to Opti, he spent over 12 years at Eze Castle Integration, a hedge fund technology and cloud services provider, where he finished his tenure as Managing Director and Chief Financial Officer.
